Retired Captain James P. "Phil" Jarvis passed away on February 21, 2026. He was hired as a Patrolman on May 1, 1958. 

Phil worked a variety of assignments throughout his career including the police ambulance. 

Phil was promoted to Sergeant in August 1969, promoted to Lieutenant in July 1979, and promoted to Captain in June 1989. 

Phil retired on November 30, 1991, serving the Citizens of San Diego for over 33 years.

Phil later served as the sheriff of Bonner County Idaho.
