A native San Diegan, Director I Arthur served the San Diego Police Department from 1978 - 2009. He retired as a Detective Sergeant.

Prior to joining the Police Department, Director Arthur served his country in the United States Air Force and is a veteran of the Vietnam War.

Director Arthur hails from a law enforcement family - his father, the late Detective Eugene Arthur - served the San Police Department from 1942 - 1967.

His brother, Edward Arthur,  is a practicing attorney and serves on the museums Board of Commissioners.

After ten years of serving the police museum as a volunteer, Director Arthur joined the Board of Directors in 2020. Director Arthur also serves as Chief of Volunteers.

While a member of the San Diego Police Historical Association, Director Arthur has been formally awarded the following:
